The participants of protest meeting in Issyk-Kul oblast on October 7-8, 2013 demand immediate termination of the Memorandum between the Government of the Kyrgyz Republic and Centerra Gold Inc., as well as free of two suspects in extortion of 3 million U.S. dollars from the leadership of Kumtor Operating Company.

However, as a result of aggressive actions of some active participants the peaceful demonstration quickly became provocative and aroused to mass disorders. On October 7, 2013 a small crowd has forced law enforcement officers to a violent confrontation. The crowd took the authorized representative of the Government in the Issyk -Kul oblast Emilbek Kaptagayev as a hostage. Aggressive young men poured a gasoline into the car in which there was a hostage and threatened to set fire. Illegal actions of instigators of trouble-makers have alerted residents of Karakol and brought to closure of shops and other facilities serving the public and interruption of movement of public transport.

On October 8 protesters blocked the highway Balykchi - Bokonbaeva - Karakol demanding release of offenders who were detained during riots on October 7. After repeated attempts local authorities were able to negotiate with protesters and open the highway.
