Presidential Palace has asked media organizations, civil society and women's rights organizations to nominate their members for the selection committee which will then appoint new election commissioners.
President Ashraf Ghani's deputy spokesman, Sayed Zafar Hashemi, said Tuesday that only four organizations have so far introduced their representatives.
"Supreme Court, independent administrative reform and civil services commission, independent human rights commission and the commission to monitor the implementation of the Constitution have so far introduced their representatives for the selection committee," he said.
He called on media, civil society and women's rights organizations each to introduce their representatives for the selection committee in order to enable the committee to begin selecting new election commissioners.
However the special Electoral Reform Commission (ERC) said that seven organizations have introduced their members. According to ERC, the delay in finalizing the selection committee will result in further delays of parliamentary elections.
"Seven organizations have introduced their representatives for the election committee," ERC deputy head Sediqullah Tawhidi said.
He expressed hope that the government will finalize the selection committee soon in order to mark a step towards reforming the country's electoral system.
"Delay in finalizing the selection committee means delay in parliamentary elections," he added.
One of the key points of agreement between President Ashraf Ghani and CEO Abdullah Abdullah in forming the National Unity Government was to reform the country's election system.
The dismissal of old election commissioners and establishment of electoral reform commission and a selection committee to appoint new commissioners were among the key points of agreement between the two leaders.
Giving 25 percent role to women in the district and provincial councils was also decided by Ghani and Abdullah.
