Albania MPs Seek Wealth Inspector's Removal

A number of government MPs have signed a report seeking the dismissal of the head of the High Inspectorate for Disclosure and Audit of Assets, Zana Xhuka.

The report, prepared by three Socialist MPs Armando Subashi, Piro Lutaj and Ulsi Manaj, calls on parliament to annul Xhuka’s election as chief inspector of HIDAA because she lacks the specific educational qualifications required by law.

The MPs also accuse Xhuka of blocking the control and audit of public officials since she took over at the HIDAA in January 2013.

The request for her removal will be discussed on Tuesday in the law commission in parliament.

Xhuka was deputy defence minister in the centre-right government of former Prime Minister Sali Berisha from 2005 until 2013 .

In January 2013, she was named head of HIDDA by President Bujar Nishani and voted into office by parliament.

Article 13 of the law for High Inspectorate for Disclosure and Audit of Assets says that the chief inspector should either have a degree in finance or law and 10 years of experience in one of the two fields.

The opposition Democratic Party has called the request to dismiss Xhuka as an attempt by the ruling majority to undermine HIDDA's independence and has appealed to the constitutional court.

On January 21, Democratic Party MP Oerd Bylykbashi declared that the attacks on Xhuka reflected the wish of Prime Minister Edi Rama and parliamentary speak Ilir Meta to hide their real wealth and assets.

"We have asked the constitutional court to declare the attacks and attempts to dismiss the head of this institution illegal,” the MP said.
