The Supreme Leader issued the decree according to Article 110 of Iran's Constitution and following his consultations with the country's Expediency Council.

Stipulating the electoral constituencies of Parliament and City Councils based on population, banning foreign funding for electoral campaigns, and preventing electoral offences are among the topics of election policies outlined by the Supreme Leader.

Other points outlined by Ayatollah Khamenei include safeguarding the freedom and fairness of elections, banning armed forces and security organizations from getting involved in election campaigns and using modern technologies to give more transparency to elections.

The leader assigned the Council of Guardians to supervise presidential, parliamentary and the Experts Assembly elections in their different stages.

In March, the Supreme Leader said that the high turnout in the February 26 Parliamentary and Assembly of Experts elections practically put on display public trust in the Islamic establishment.

Ayatollah Khamenei told members of the Assembly of Experts in Tehran that "elections in the Islamic Republic are free, as participation is not compulsory and that explains why people are always enthusiastic to take part.”

The Iranian Leader said the recent elections were held in a “safe and secure environment, and there were no irregularities,” once again proving that those who did cast doubts on the credibility of the results of the 1999 presidential race and fueled the post-election unrests were wrong.

Ayatollah Khamenei further noted that “during the recent elections, people voiced their trust and confidence in the Islamic system, which went against the enemy efforts to discredit the whole process.”

He reminded that 34 million eligible voters took part in the race which meant a great deal, as the 62-percent turnout was much higher than public participation in those states that claim to be a forerunner of democracy, specially the United States.

In conclusion, the Iranian Leader urged the elected officials to fully implement the “economic resistance model, speed up the national scientific movement and safeguard the Iranian culture, nation and youth.”
