ELECTION 2014: Full provisional results for House of Representative elections announced

Full provisional results of the elections for the House for Representatives were announced today by the High National Elections Commission (HNEC). Candidates and others now have two days to appeal them.

There are some significant changes since interim results were announced a week ago on the basis of an average 90-percent count of votes.

The biggest single change is that well-known former Congress member for Al-Nasiriyah, Juma Sayah, who appeared on course to be elected to the House for his home area, has been severely trounced. He ended up 1,256 votes, trailing Musbah Al-Badawi’s winning 1,316.

Five other candidates, who appeared last week to be heading to the House of Representatives also saw their chances of victory dashed with the final tally of votes today.

Emad Al-Sayeh, the head of HNEC, also announced today that 12 rather than 11 seats had not been filled in the elections. In Rigdaleen – Zultan, a margin of 200 votes separated the two leading candidates. Five hundred voters were prevented from voting in the district after one polling station was closed and so HNEC has decided that a winner cannot be announced, given the closeness of the result and the possibility of error. The contest will be rerun.

Additionally,  the number of polling centres where results had been annulled  because of instances of fraud had risen by one to 24. In this case, Sayeh said there would be no fresh polls in the districts covered by the centres. HNEC, he said, did not have a remit to hold partial elections.

An HNEC official this evening would not name the centres or say whether the decision to reject the results from the 24 stations had affected the outcome. However,they would be named in a few days time, he stated.

The situation could lead to legal proceedings. In Janzour, where a school is said to be one of the polling stations in which votes have been annulled, HNEC announced a week ago that candidate Salhin Al-Shagman had 1,126 votes and was in second place in the two-seat sub-constituency.  Today he was in fourth place with 1,028 votes.

It was also announced today that 41 candidates have been rejected by the Public Official Standards Commission, set up by the Political Isolation Law. It is not yet known how this will affect the outcome. None has not been named and still can appeal the dismissal in the courts. This can, however, take time.

If those barred are winning candidates, according to HNEC, the next on the list will be declared the winner. According to an HNEC official, four of those barred stood in Tripoli Central “but they were not winners”, he said.

Sayeh explained that final results, following scrutiny and appeals from interested parties, would  be ready by 20 July. He he said on that date the results would be passed on to the General National Congress (GNC) and then the transfer of power from the old Congress to the new House of Representatives would begin.
