UN Secretary-General Ban Ki-moon is likely to meet Government of National Accord prime minister-designate Faiez Serraj during his two-day Tunis visit starting on Monday.

Ban will be coming on from visits to Jordan and Lebanon where his  priority has been Syria. His main meetings will be with Tunisian President Beji Caid Essebsi, Tunisian government ministers and leading members of parliament. The destabilising threats from Libya are bound to be part of the discussions.

UNSMIL which has currently relocated from Tripoli to Tunis, has made no announcement of any scheduled meeting between Ban and Serraj. It would be the first time that the two men have met face-to-face. However one diplomat said that he was sure that there would be at least one encounter. A key topic will be the GNA’s move to Tripoli.

The UN Security Council has insisted that the GNA should be operating from there. Serraj insisted ten days ago that he and his ministerial team would be moving there “within days”.

Yesterday there were unconfirmed reports that four GNA members, deputy prime ministers-designate Ahmed Maetig, Fathi Majberi and Abdelsalam Kajman along with Mohamed Ammari, the Minister for Specialised Councils Affairs, had in fact just gone the Tripoli.

The suggestion was that they had moved into Palm City, the Maltese-developed resort to the west of Tripoli.

However there has been no announcement of the move from GNA spokesmen.  When the reports first broke, the immediate question was who was likely to be providing the necessary security for the ministers.
