ECC Finalizes Complaints Review After 3 Day Delay

The Electoral Complaints Commission (ECC) finalized their decision on the registered complaints after delaying three days. The ECC said that their verdict will be sent to the Independent Election Commission (IEC) on Tuesday.

“The reason behind the delay was because of the large number of complaints,” ECC Chairman Abdul Satar Saadat said. “And the public hearings took a total of six days."

Mr. Saadat added that after concluding the complaints process the presidential elections might go into a second round.

The leading Afghan presidential candidate Abdullah Abdullah’s electoral team on Monday accused the Independent Elections Commission (IEC) of entering “more than half a million fraudulent votes” into the database, calling on the Electoral Complains Commission (ECC) to review their complaints.

The new waves of complaints come as the ECC is finalizing their two-week long review of allegations of fraud and making the final decision on how many votes to be invalided.

The Electoral Complaints Commission (ECC) was expected to report the findings of its complaint investigations to the Independent Election Commission (IEC) on May 8. However, four days later, the announcement of final results from the April 5 election remains delayed as the public awaits action from the ECC.

The IEC cannot announce the final results of the presidential election until the conclusion of this year's lengthy fraud assessment process. ECC officials have said the review process has been completed, yet the delivery of its findings remains stalled.

The Independent Election Commission (IEC) still awaits the findings of the Electoral Complaints Commission (ECC) after they completed the complaints adjudication process last week. ECC representative Nader Mohseni has said the ECC’s rulings on fraud and other issues will be sent to the IEC on Tuesday.

Although the ECC was expected to submit its findings immediately after completing its review of the some 900 complaints directly pertaining to election results, Mr. Mohseni said that there is still some work that remains unfinished.

Hizb-E-Islami Shura Council Endorses Ashraf Ghani

With final results of the presidential election just days away, and a likely runoff round between the top two candidates on the horizon, the Hezb-e-Islami Shura announced support for Ashraf Ghani Ahmadzai on Friday.

Final results of the presidential and provincial council elections are expected on May 14. With none of the candidates getting over 50 percent of the preliminary vote count, a second round election is to take place between the leading candidate, Abdullah Abdullah, and the second place candidate, Ashraf Ghani.

308 Polling Sites Under Investigation In Herat: ECC

The Electoral Complaints Commission (ECC) in Herat has said that it has investigated votes from 308 polling sites for the provincial council candidates.

According to the ECC provincial office chief Abdullah Sherzai, investigations have begun and so far at least 100 out of the 308 polling sites have been inspected.

Mr. Sherzai confirmed that initial investigations reveal that at some polling sites fraud was committed in support of particular candidates.

"We will recount votes making sure that the fake votes are invalidated," he said.

ECC Ends Open Complaints Review

The Electoral Complaints Commission (ECC) on Thursday concluded a five day open hearing of electoral complains. Spokesman Nadir Mohseni said at least 900 complaints directly impacting results were reviewed over the course of the process, and the conclusions of the commission would be finalized by next week . 
 
According to Mohseni, more than 2,000 complaints were registered by the ECC, but less than half of them fell in Category A, the kind of complaints that could possibly change results. 
 

Runoff Will Face Delays: IEC

Independent Election Commission (IEC) Chairman Ahmad Yusuf Nuristani admitted on Wednesday that the runoff round expected between Abdullah Abdullah and Ashraf Ghani Ahmadzai could face delays. 
 
A runoff is required by Afghan law if no presidential candidate gets over 50 percent of votes in the first round. As of now, no one has passed that threshold. Although the runoff round was originally scheduled for May 28, election officials have said a number of setbacks have made it more likely that the round will be delayed.

ECC Reviews Northeastern Complaints

On the fourth day of its open review, the Electoral Complaints Commission (ECC) on Tuesday addressed 80 complaints from Badakhshan, Takhar, Kunduz and Baghlan provinces in the presence of presidential campaign representatives. Abdullah Abdullah and Ashraf Ghani’s campaigns claimed the ECC failed to consider all the complaints that had been filed.

MAZAR-I-SHARIF (Pajhwok): Balkh Governor Atta Mohammad Noor on Tuesday hailed the April 5 elections as a success, but accused some election officials of being partial in tallying votes

Noor was addressing a gathering in Mazar-i-Sharif to pay tributes to security forces for their efforts to protect voters and polling sites during the historic presidential and provincial elections.

Government officials and tribal elders attended the gathering at the Governor’s House. Noor praised the security forces, saying their role in the elections was commendable.

ECC Reveals Complaints At Press Conference

On Monday, the Electoral Complaints Commission (ECC) began broadcasting complaint cases of frauds and violations that took place in the western and southern provinces of Farah, Ghor, Kandahar, Badghis, Orozgan, Helmand and Herat provinces.

During the press conference, the ECC officials showed video footages of frauds taking place exposing a number of powerful figures, such as school principles and Independent Election Commission (IEC) employees, committing fraudulent acts.

ECC to Address Complaints by Provincial Zones

Nader Mohseni, head of the Electoral Complaints Commission (ECC), on Thursday said that the commission plans to address complaints starting from the central zone of each province beginning next week.

The ECC will address these complaints by zones until May 8.

Mohseni asked that the presidential teams prepare documents to defend their complaints they have registered.
