Prime Minister of Kyrgyzstan Sooronbai Zheenbekov met on Monday in Bishkek with Executive Secretary of the CIS Sergey Lebedev, the Kyrgyz government’s press service reports.

CIS Executive Secretary Sergey Lebedev, informed the Chairman of the Council of CIS Heads of Government - Prime Minister of the Kyrgyz Republic Sooronbai Zheenbekov on the preparations for the meeting of the Council of CIS Heads of Government to be held tomorrow, on June 7 in Bishkek under the chairmanship of the Kyrgyz Republic.

Parliamentary system still in the making in Kyrgyzstan

As Kyrgyzstan marked the Day of Parliamentarism on June 4, Kyrgyz MP Dastan Bekeshev said that parliamentary democracy is still developing in Kyrgyzstan. "It is too early to say that the parliamentary governance has been established in Kyrgyzstan, so it is necessary to further strengthen it,” he said at the roundtable dedicated to the development of the parliamentary system in Kyrgyzstan.

Parliamentary development is not a constitutional experiment, Bekeshev believes. "We have a parliamentary-presidential form of governance but not yet fully parliamentary governance," he said.

 Last year Kyrgyzstan’s export to Russia grew 28.6 percent, Kyrgyzstan Deputy Prime Minister Oleg Pankratov said at the 5th Kyrgyz-Russian inter-regional conference “Development of inter-regional ties in the context of Eurasian integration process,” held on June 2 in Ufa, the capital of Russia’s Bashkortostan Region.  

“The government of the Kyrgyz Republic considers it important to strengthen the dialogue between the regions of Kyrgyzstan and of the Russian Federation,” the Kyrgyz governmental press service quoted Pankratov as saying.

Lawmakers in Kyrgyzstan have provoked outrage in some quarters by rejecting proposals to change the criminal code that would have outlawed the religious consecration of marriage rites for minors.

The phenomenon of the very young entering into marriages in Kyrgyzstan is not unusual. The National Statistics Commission estimates that 15 percent of married women between the ages of 25 and 49 sealed their nuptials before turning 18 — 1 percent did it under the age of 15.

Kyrgyzstan's foreign ministry has summoned a Kazakh diplomat after Kazakhstan's culture and sports minister said he felt sorry for Kyrgyz migrant labourers having to clean public toilets in Russia.

The Kyrgyz foreign ministry said in a statement late on Tuesday that Arystanbek Mukhamediuly's comments were insulting, "had provoked negative reaction from the Kyrgyz public and were not in line with the allied spirit of Kyrgyz-Kazakh relations".

Biometric ID cards to be used during presidential elections in 2017

Biometric ID cards will be used for identification of citizens during presidential election in 2017 in Kyrgyzstan. Deputy Chairman of the State Registration Service Dastan Dogoev said today at a meeting of the Social Democratic Party parliamentary faction.

According to him, system development concept has been worked out to develop a system for creation of a single population register. It is proposed to create a single centralized electronic data system which the state bodies can use.

"The next two years we have to learn living without grant assistance, using our own capabilities," President Almazbek Atambayev said at a meeting of the Parliament.

The Head of State took the floor after new members of the Kyrgyz Government and the newly appointed heads of law enforcement bodies of the republic have taken the oath.

The President noted that "the international community does not consider Kyrgyzstan as poor country any more." "We should learn earning enough money to the state budget and learn to live within our means," he said.

New government to include two holding companies

The new government will include two holding companies. The parliament officials informed 24.kg news agency.

According to them, this is National Energy holding company and the State Property Management holding. According to the preliminary structure, it is proposed to retain the level of the State Agency for Geology and Mineral Resources and to pull the Ministry of Labor, Employment and Migration down to the level of Migration and Employment Service.

The Kyrgyz Parliament formed a coalition for the Stability, Confidence and New Opportunities in the Parliament of the Kyrgyz Republic. The signing of the coalition agreement took place today in the White House.

The ceremony was attended by the leaders of the factions that joined the parliamentary majority. They are Chynybay Tursunbekov (SDPK faction), Kanatbek Isaev (Kyrgyzstan faction), Bakyt Torobaev (Onuguu faction) and Omurbek Tekebayev (Ata Meken faction).

Parties, which gained seats in the Kyrgyz Parliament, elected leaders of the factions.

 The Social Democratic Party of Kyrgyzstan will be headed by Chynybay Tursunbekov.

Respublika - Ata Jurt faction is led, as expected, by the party leader Omurbek Babanov. The faction has 27 deputies at the time (the party has 28 seats).

Kyrgyzstan party has created a faction, which includes 18 members of Parliament. Kanatbek Isaev was elected its head.

Deputies of the Parliament of the 6th convocation started to work.

 Today, the MPs took the oath and received from the head of the CEC Tuigunaaly Abdraimov their official certificates and badges. Six parties passed to the Parliament.

 Note, the Social Democratic Party gained 38 seats, Respublika - Ata Jurt - 28, Kyrgyzstan - 18, Onuguu- Progress - 13, Bir Bol - 12, and Ata Meken - 11.

CEC approved the final list of candidates for Parliament of VI convocation. Only list of applicants for the mandates of Respublika - Ata Jurt faction was changed significantly.

CEC approved the six people, who defended their position on the list at the Supreme Court. Instead Jyrgalbek Samatov, who has Russian citizen, the mandate will receive Bolot Ibraimzhanov. Jyrgalbek Samatov is going to litigate the CEC decision in the Supreme Court.

Kyrgyzstan’s election commission has published definitive results from the October 4 vote, which has handed the leading Social Democratic Party (SDPK) 38 out of the 120 seats on offer.

 

The figures released on October 15 show that runner-up Respublika-Ata Jurt has won 28 seats. Other parties with deputies in parliament are Kyrgyzstan, on 18, Onuugu-Progress, on 13, Bir Bol, on 12, and in final place Ata-Meken with 11 seats.

The Central Election Commission of Kyrgyzstan announced the official results of the parliamentary elections.

 According to it, the Social Democratic Party of Kyrgyzstan won 27.56 percent of the votes (38 seats), Respublika Ata- Jurt - 20.26 percent (28 seats), Kyrgyzstan - 13.07 percent (18 seats), Onuguu-Progress - 9.39 percent (13 seats), Bir Bol - 8.59 percent (12 seats) and Ata Meken - 7.08 percent (11 seats).

According to it, recounting of votes in Osh region at the request of co-chairman of Butun Kyrgyzstan Emgek Adakhan Madumarov has been completed. CEC will receive the final voting records from Issyk-Kul, Chui, Osh and Jalal-Abad regions today until the end of the day. Voting results reports from Batken, Talas and Naryn regions have already been processed. Complaints are being considered.

"At this rate we will be able to announce the official results even on Monday, October 19," CEC stated.
