Millions of voters are casting ballots across Egypt to choose a new president, for the second time in two years.

A huge security operation has been mounted by police and the military, amid fear of attacks by militants seeking to disrupt the polls.

Former army chief Abdul Fattah al-Sisi, who deposed Islamist President Mohammed Morsi last year, is standing against left-wing candidate Hamdeen Sabahi.

Mr Sisi is forecast to win by a comfortable margin.

More than 200 Muslim scholars issued a fatwa on Sunday forbidding participation in the current presidential elections in Egypt. 

The fatwa has been announced at a press conference in Istanbul held by the "coordinating committee for fatwas of the Muslim nation." The conference was titled: "Forbidding the recognition of the coup and participation in its elections."

The fatwa was based on the Islamic principle of forbidding any assistance to an unjust ruler.

Egyptians cast ballots Monday for a new president in an election widely expected to secure a resounding victory for military strongman Abdel Fattah al-Sissi, one that will likely further entrench the army’s decades-long rule over the country.

Monday marked the first of two days of voting in which just two candidates, including former defense minister Sissi and leftist politician Hamdeen Sabbahi, are vying for the nation’s top office after Egypt’s first democratically elected president was ousted by the military last year.

Egyptians are voting on Monday and Tuesday in elections to choose a new president after the military's ouster last year of the country's first democratically elected leader, the Islamist Mohammed Morsi.

Considered all but certain to win is the man who removed Morsi — retired military chief Field Marshal Abdel-Fattah el-Sissi, who for the past 10 months has been the most powerful figure in Egypt. The only other candidate in the race is leftist politician Hamdeen Sabahi, who finished third in the 2012 presidential election.

Egyptian Interim President Adly Mansour is scheduled to give a televised speech Sunday ahead of the country's presidential elections, state-owned media agency MENA reported.

Mansour was head of Egypt's High Constitutional Court before taking up the interim presidency following the ouster of Mohamed Morsi on 3 July 2013.

Egyptians are expected to cast their ballots across the country Monday and Tuesday, fulfiling the next steps in the political roadmap announced by then-Defence Minister Abdel-Fattah El-Sisi on Morsi's removal.

Egyptians are due to vote in a presidential election next week, in the first vote since the military deposed President Mohammed Morsi last summer.

The former Army Chief Abdel Fattah al-Sisi is expected to win - and assume the leadership of a country where the economy is stagnant, public debt is mounting and unemployment is soaring.

The BBC's Shaimaa Khalil spoke to interim Prime Minister Ibrahim Mahlab. She began by asking him about security ahead of the vote.

 

Al-Sisi routes Sabahy in expatriate voting

Results of the expatriate vote showed Former Defense Minister Abdel Fattah Al-Sisi winning with a huge margin of 94.5% over 5.5% for his Nasserist opponent Hamdeen Sabahy, the Supreme Electoral Commission (SEC) announced in a press conference on Wednesday.

Total valid votes were 318,033, of which 296,628 went to Al-Sisi and 17,207 to Sabahy. Meanwhile, 41,98 of the voters casted invalid votes.

Draft Parliamentary Elections Law finalised

The committee tasked with amending the Political Participation Law and the Parliamentary Elections Law finalised the draft of the latter legislation on Wednesday.

Interim President Adly Mansour issued a presidential decree on 14 April creating the said committee to amend the laws in preparation for the coming parliamentary elections. The committee is headed by Mohamed Amin El-Mahdy, Minister of Transitional Justice and House of Representatives.

Boycotters: Elections a skit to install Sisi as president

In a deeply polarized Egypt and a few days before holding the second presidential elections after the January uprising, April 6 youth movement and Strong Egypt Party decided to boycott the elections, rejecting what they described as a "skit to install Sisi as president."

Brotherhood's power to be tested in coming presidential elections

Unlike the first presidential elections after the January 25 uprising which brought the Mohamed Mursi to power, the Muslim Brotherhood, which Egypt declared a terrorist organization last year, is boycotting this May's presidential race. 

Magdy Karkar, a leader in the National Alliance to Support Legitimacy, which the Muslim Brotherhood co-founded to support Mursi days before his overthrow, has said that the group has not yet planned demonstrations on election days (May 26 and 27).
