The House of Representatives is mulling an amendment to the 2008 Presidential Election Law that would limit the amount of campaign spending by candidates.

Anna Mu’awanah, a deputy chairwoman of the House Legislation Body, said on Wednesday that it was important to cap campaign spending so that candidates would focus more on their programs rather than on boosting their image.

“It should be limited so that the public can be better informed about their political choices,” she said.

A group supporting Jakarta Governor Joko “Jokowi” Widodo’s presidential candidacy has officially set itself up as a formal organization, one of its executives said on Monday.

Sihol Manullang, a member of the organization that calls itself the Ranks of Volunteers for Jokowi as President in 2014 (Bara JP) said that the organization established itself at its first congress in Bandung on Saturday.

The General Elections Commission (KPU) released on Thursday a preliminary list of candidates running for office in the 2014 legislative elections, commissioner Ferry Kurnia Rizkiansyah said.

“It will be published on the KPU official Web site at www.kpu.go.id on [Thursday],” Ferry said.

The online list will include more data on the candidates — an improvement on previous lists — including photos, addresses, constituency and other data in order to better inform the public.

Election observers have called on political party leaders to do more to prevent poll-related violence from breaking out, following an arson attack in South Sumatra on Tuesday ahead of Thursday’s gubernatorial ballot there.

Zulfian S. Rehalat, the executive director of the Jakarta Institute, a think tank, said at a discussion on Wednesday that party elites were aware of the potential for friction from grassroots campaigns escalation into violence, and thus had a responsibility to scale back the tensions.

The Prosperous Justice Party is considering leaving the ruling coalition led by the Democratic Party, party lawmaker Sohibul Imam said on Tuesday.

Sohibul said a decision on the Islam-inspired party’s place in the coalition would be made by the party’s consultative council (Majelis Syuro). He said there had been no discussion on the matter at last month’s council meeting.

The graft-ridden Democratic Party remains optimistic in its bid to secure 15 percent of the total votes in the 2014 presidential election, 6 percent less than the total that the party bagged in 2009.

“We are sure that we will reach the 15 percent mark, and maybe even exceed it,” Syarief Hasan, the party’s managing chairman, said on Wednesday.

“Surveys may show lower numbers, but with enough hard work, we’re optimistic about reaching the target.”

The Democratic Party is planning to begin the process of selecting potential presidential and vice presidential candidates for the 2014 election in September, a party executive said on Tuesday.

Syarief Hassan, the executive chairman of the party, said that the Democrats were carefully formulating the regulations and mechanisms for their upcoming convention.

“In September, we will open registration, and may keep it open for a month or more,” Syarief said.

He said that the target is for all regulations and mechanisms to be decided on by July or August.

A recent list of lawmakers with poor attendance records has failed to improve turnout at the House of Representatives after 30 percent of legislators failed to show up at a plenary meeting on Tuesday, an activist said.

“As long as the rules of the House of Representatives do not include clear sanctions, absenteeism will continue to be common in plenaries and commission meetings,” said Siti Zuhro, a researcher from the Indonesian Institute of Sciences (LIPI).

Of the 560 members of the House, 172 failed to attend on Tuesday, Siti said.

“There are so many political parties that have registered their legislative candidates without all of the necessary paperwork,” said Afifuddin, coordinator of the People’s Voter Education Network (JPPR) said on Sunday.

A new survey of first-time voters shows that Golkar party chairman Aburizal Bakrie and founder of the People’s Conscience Party (Hanura), Wiranto, hold the most potential to win the 2014 election.
