Voting for a new parliament is under way in Kyrgyzstan, with pro-Russian parties looking set to retain their dominance.

Polling stations opened at 02:00 GMT on Sunday, with ethnic tensions, the economy, corruption and security concerns among the election issues in the former Soviet republic.

More than 2,000 candidates representing 14 parties are running for the 120 seats in parliament.

Voting will conclude at 14:00 GMT with the composition of the new assembly expected to be known shortly thereafter.

President of Kyrgyzstan Almazbek Atambayev took part in the Shanghai Cooperation Organization Summit in Dushanbe, Tajikistan. During his speech, President Atambayev thanked Tajik President Emomali Rahmon for the hospitality and excellent organization of the meeting of heads of the SCO member states in Dushanbe, as well as for the great work done by the Tajik side during its presidency in the SCO. The President also wished good luck to the Russian Federation in the forthcoming chairmanship in the Organization.

The leader of "Respublika" parliamentary faction became Maksat Sabirov. This was reported by the press office of the faction.

According to the data, Nazarali Aripov today at an extraordinary meeting of the faction handed over the power to the deputy head of the faction Maksat Sabirov.

Note, 10 members of 23 members remained in the faction, who came to parliament on "Respublika" party lists.

Respublika faction has excluded two deputies Nurbek Alimbekov and Akylbek Eshimov from its membership. The leader of the faction Nazarali Aripov informed 24.kg news agency.

According to him, these MPs joined the parliamentary group "Yntymak" and put their signatures under the coalition agreement that is contrary to the provisions of the faction. "That's why they were excluded," he said.

Respublika faction now has seven deputies.

Kyrgyz parliament will consider the report of the government, the parliament reported to 24.kg news agency.  

According to it, they have already received the report and the deputies are going to hear and adopt it on April 23 or 24. The Prime Minister Dzhoomart Otrbayev who became the head of the cabinet on April 3 will be the speaker.

About 265 applications for tortures are registered in Kyrgyzstan in 2013. Such data is presented in the report of the National Center for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 2013 with reference to the Prosecutor General's Office.

Supervisory authorities issued 18 criminal cases; two were dismissed, 10 - sent to the court, 245 applicants - refused to institute criminal proceedings.
