General features
The Albanian electoral system is characterized by the proportional electoral system used at both national and local levels. The only exception is mayoralty elections where a majority (First past the post) system is used. If a seat is going to be occupied by a candidate from a political party the formula d´Hondt is used, whereas the Saint Lagüe formula is used the candidate comes from an electoral alliance. The electoral roll is drawn directly from the National Civil Status Register. The existence of electoral alliances is permitted by the electoral system, but the electoral law places different requirements on these than on political parties and independent candidates. The entire electoral process is prepared and managed by the Central Electoral Commission.
